Rectification of Differences in Receipts and Payments Data in eLekha

 The Department of Posts, has taken significant steps to address discrepancies in accounted figures between SAP and eLekha. These concerns were highlighted during the review meeting on business performance held on October 25, 2024, chaired by the DGPS. To ensure seamless financial management and transparency, specific action points have been laid out at the Circle level.

Key Action Points for Rectification

  1. Regular Monitoring and Meetings:

    • Chief Postmaster General (CPMG) should organize fortnightly meetings with Divisional Heads, DDOs, and GM(F) to reconcile differences in receipts and payments data.

  2. Timely Reconciliation at DDO and PAO Levels:

    • DDOs and PAOs must take proactive steps for reconciliation of revenue and expenditure differences between SAP and eLekha, as mentioned in Annexure-A of the MoM.

  3. Continuous Revenue Monitoring:

    • Circles should consistently monitor revenue booked on eLekha and ensure it aligns with SAP figures.

    • Business Intelligence (BI) and Business Process Reengineering (BPR) figures should not be considered as primary revenue monitoring tools.

  4. Ensuring Proper Revenue Reflection:

    • The revenue figures of the Circle must be accurately reflected in eLekha.

    • All DDOs and PAOs are required to collaborate and coordinate effectively to achieve this goal.


       

One-Time Rectification for April 2024 - December 2024

For differences recorded from April 2024 to December 2024, DDOs must take corrective action as a one-time measure. These reconciliations should be communicated to their respective PAOs by January 4, 2025, for final rectification in eLekha by January 6, 2025.

Official Directive and Approval

This initiative has been officially approved by the Competent Authority. The directive, signed by ADG (Accounts) Ms. Shivani Sharma on December 19, 2024, emphasizes the importance of timely monitoring and rectification by the concerned offices.

Information and Action Required

Copies of this directive have been circulated to:

  • All Heads of Postal Accounts Offices.

  • The concerned divisions, including DDG (PO), DDG (MO), DDG (IR & GB), DDG (FS & PBI), DDG (Philately), GM (BDD), GM (Parcel), and GM (PL-I & Q), with reference to Para 2 of the MoM from October 25, 2024.
