Policy Guidelines on Delivery of Postal Articles Using Two-Wheeler Vehicles – Clarifications Issued

The Department of Posts, under the Ministry of Communications, has released key clarifications regarding the Policy Guidelines on Delivery of Postal Articles by Delivery Staff Using Their Own Two-Wheeler Vehicles. These clarifications address concerns raised by field units regarding maintenance charges and the annual revision of fuel reimbursement rates.

Key Clarifications on Two-Wheeler Delivery Policy

As per the Postal Directorate letter of even no. dated 25th October 2025, the following clarifications have been issued:

1. Payment of Maintenance Charges for Two-Wheeler Usage

  • As per Para 6 of the Policy Guidelines, the formula for calculating fuel reimbursement already includes a maintenance component.
  • The formula considers:
    • Total fuel reimbursement charges paid per km
    • Average expenditure on periodic maintenance per km (Rs. 0.98)
    • Average fuel charges per km
  • Since Rs. 0.98 per km is already factored into the reimbursement calculation, no additional maintenance charges will be paid separately.

 


2. Annual Revision of Fuel Reimbursement Rates

  • As per Para 6.3 of the Policy Guidelines, petrol prices will be reviewed annually for revising fuel reimbursement charges.
  • Fuel reimbursement rates for the financial year 2024-25 have been fixed and are applicable from 1st November 2024.
  • For subsequent financial years, fuel charges will be revised every 15th March, and the new rates will apply from 1st April to 31st March of the following financial year.

Implementation and Dissemination

All Heads of Circle are requested to circulate these clarifications to their respective field units to ensure widespread awareness among Postal Divisions and delivery staff.
