SB Order No.13/2025 – New APY Subscriber Registration Form Mandatory from October 1, 2025
The Department of Posts (DoP) has issued an important notification regarding the Atal Pension Yojana (APY). Starting October 1, 2025, all Post Offices must ensure that new subscribers use the revised APY Subscriber Registration Form. The earlier version of the form will no longer be accepted after September 30, 2025.
Why This Update is Important?
The change is in line with the updated Pension Fund Regulatory and Development Authority (PFRDA) guidelines. The Central Recordkeeping Agency (CRA) – Protean (formerly NSDL) will only accept APY registrations in the new format. Hence, all Post Offices and new subscribers must strictly follow the updated form.
Key Changes in the New APY Subscriber Form

Mandatory FATCA/CRS Declaration
- Relevant for individuals who are a U.S. Person or whose Country of Birth, Citizenship, or Residence is other than India.
- Since APY accounts via Post Office are linked with Post Office Savings Account (POSA), only Indian residents are eligible.
- If a subscriber selects “Yes” for FATCA/CRS, enrollment through POSA is not allowed. Subscribers must select “No” to continue via the Post Office channel.

Updated Mandatory Fields
- Post Office Details: POSB Account Number, Post Office Name, and PINCODE.
- Personal Information: Full Name, Date of Birth, Mobile Number, Email ID, Aadhaar.
- Nominee Details: If married, spouse’s name is compulsory and spouse is the default nominee. Nominee name and relationship are mandatory.
- Tax/Scheme Information: Whether the applicant is a taxpayer or already a beneficiary of other social security schemes.
- Pension Details: Contribution frequency (Monthly, Quarterly, Half-Yearly) and guaranteed pension amount (₹1000 – ₹5000).

Aadhaar Compliance
- APY now falls under Section 7 of the Aadhaar Act, 2016.
- Subscribers must provide Aadhaar or undergo Aadhaar authentication.
- Authorization allows PFRDA to use Aadhaar details for APY verification.
Action Required by Post Offices
- Ensure only the new APY Subscriber Form is used from October 1, 2025.
- Do not use unauthorized or generic APY forms.
- Circulate this order widely and display it on Post Office notice boards.

Conclusion
This is a mandatory update for all Post Offices and new APY subscribers. Ensure strict compliance from October 1, 2025. Using the old form after the deadline will result in rejections by the Central Recordkeeping Agency (CRA).
