India Post DA/DR Arrears: Step-by-Step Guide
The Dearness Allowance (DA) and Dearness Relief (DR) rates are revised periodically. India Post ensures that all arrears are processed accurately through the APT Payroll system for Departmental employees, Gramin Dak Sevaks (GDS), and Pensioners, managed efficiently by the Drawing and Disbursing Officer (DDO).
Employee Type Selection
The process begins by selecting the employee type. Arrears are processed separately for:
- Departmental Employees
- GDS (Gramin Dak Sevaks)
- Pensioners
Processing Method
Employees are selected using one of the following methods:
- Individual Employee: Enter Employee ID to process a single employee.
- Bulk Upload: Upload multiple employees using a template.
- Bulk Select: Select all employees currently mapped under the DDO.
Even employees who have transferred, retired, or resigned can be processed using the Individual Employee or Bulk Upload options.
Calculation and Verification
The APT Payroll system automatically calculates month-wise details including:
- DA already paid
- New DA payable
- Final net arrears amount
DDOs can modify the DA Arrear Amount or DA on TPA Arrears (up to ₹7,500) if needed. After verification, the transaction is submitted for approval and payment.
Approval and Payment
The payment process follows the Supplementary Bill structure:
- DDO Supervisor: Forwards the pay transaction.
- Payroll DDO Approver: Confirms the DA arrears.
- DDO: Completes the payment.
The confirmation screen shows month-wise details, but the final payment is consolidated employee-wise.
Key Points to Remember
- Months with no salary drawn will show zero amounts, which can be manually adjusted by the DDO.
- Any calculation differences due to leaves or substitute payments can be modified manually. Long-term corrections require a service desk ticket.
- Arrears for GDS and Departmental periods must be processed separately, even with the same Employee ID.
- Partial payment of arrears is not possible.
- Changes in Pay Fixation after pay drawl are not automatically considered but can be adjusted manually.
